Where advance has been drawn, the claim for reimbursement shall be submitted within one month of the completion of the return journey.

Administrative Ministry/Department concerned can admit the claims in relaxation of the provisions subject to the following time limits without reference to DoPT:

(a) Where no advance is taken, LTC Bill submitted within a period not exceeding six months; and

Govt. servant who has availed the benefit of Home Town conversion to NER/J&K in one block (say 2006-2009) can again visit NER/J&K in the new/next block (say 2010- 2013) subject to availability of LTC in a allowed particular block so long as the relaxation is in force.

Can a Govt. employee avail of air travel to NER/J&K in case of All India LTC if his Home town and the Headquarters are at the same place?

Both NER and J&K scheme of LTC allow relaxation for air travel on All India LTC to all categories of employees to the extent specified in the DOP&T’s O.M 31011/4/2007- Estt.(A) dated 02.05.2008 and DOP&T’s O.M 31011/2/2003-Estt.(A) dated 18.06.2010 even if the Hometown and the Headquarters are same.

Whether Govt. servant who has already availed one Home Town LTC in the current block can avail LTC to visit NER?
Yes, he can avail it against All India LTC.

Can a Govt. servant avail the benefit of visiting NER/J&K twice in a particular block of 4 years?

Yes, a Govt. servant can visit NER/J&K by conversion of his Home Town LTC and also by availing All India LTC subject to validity period of the scheme and fulfilling of other conditions.

Can a fresh recruit avail the benefit of Home Town conversion to NER/J&K?

A fresh recruit Govt. servant can also avail benefit of Home Town conversion to NER/J&K against one of the three occasions of Home Town available to him in each block.
7.
Can fresh recruit avail of conversion of Home Town to visit NER/J&K under the relaxation allowed for visiting NER/J&K?

Any Govt. employee can avail of the relaxation for visiting NER/J&K and convert one Home Town LTC for such visit in a block of 4 years as long as the relaxations continue.

Can a fresh recruit Govt. servant avail of All India LTC anytime during the 4 year block?

It can be availed only the block and not at random.

Carry over of LTC is not allowed to fresh recruits as they are eligible for every year LTC for the first 8 years of service.
10.
Who is a fresh recruit entitled for LTC every year?

A person who has joined service for the first time is treated as a fresh recruit for the first eight years.

How the LTC entitlements of fresh recruits are regulated in the first eight years?

On completion of one year, the Fresh recruit can be allowed 3 Home Town LTC and 1 All India LTC in each block of Four years in the first 8 years.

Whether Dependent parents of fresh recruits can avail LTC for the journey from Home Town to Headquarters and back?
No, the dependent parents of fresh recruits can not avail LTC for the journey from Home Town to Headquarters and back.

Whether claims for reimbursement can be allowed for road journeys by bus/taxi or other vehicle operated by private operators?

LTC Rules do not permit reimbursement for journey by a private car (owned/borrowed/hired) or a bus/van or other vehicle owned by private operators. LTC facility shall be admissible only in respect of journeys performed in vehicles operated by Govt. or any Corporation in the Public sector run by the Central or State Govt. or a local body. Rule 12(2) of CCS(LTC) Rules,1988 read with-

Whether airfare of children whose full fare is charged by the airlines is reimbursed?
If full fare has been charged by the airlines and paid by the Government servant, the same will be reimbursed.

Can a Govt. servant use the service of travel agents for LTC purpose?
Yes, but it should be limited to M/s Balmer Lawrie and Company and M/s. Ashok Travels and Tours.
16.
What is the definition of family for LTC?

For LTC purpose, family consists of

(i) Spouse of the Govt. servant and two surviving unmarried children or Step children.

(ii) Married daughters, who have been divorced, abandoned or separated from their husbands and widowed daughters residing with and wholly dependent on the Govt. servant.

(iii) Parents and/or step parents residing with and wholly dependent on the Govt. servant.

(iv) Unmarried minor brothers as well as unmarried, divorced, abandoned, separated from their husbands and widowed sisters residing with and wholly dependent on the Govt. servant provided their parents are either not alive and are themselves wholly dependent on the Govt. servant.

What are the dependency criteria?

A member of family whose income from all sources, including pension, temporary increase in pension does not exceed Rs.3500 from 01.09.2008 and Dearness relief thereon is deemed to be wholly dependent on the Government servant.

Can parents/children residing at other places avail LTC to visit the Govt. servant at Headquarters and go back?

No, reimbursement of LTC claims being restricted to the entitlement for journey between Headquarters and place of visit, the , amount reimbursable in such cases is nil.

Procedure for Dealing With Complaints in a Organisation

Customer service is key in any business. Whether the customer is the general public, a vendor or an investor, when complaints are made against your company by those who patronize it, there must be a procedure in place. You must handle the complaints and ensure that the problem does not become a continuing issue for your business.


1Problem Research



o When a complaint is present against your business, or someone working for it, the first thing you should do is conduct some research. Talk to the customer or vendor about the problem and get their version of the complaint. Ask them to state, very clearly, the problem they are having, details about the occurrence or circumstances behind the complaint and ask them what they would like to see done, without committing to anything. Then, address those within your organization who were involved or have knowledge of the issue. At this point, all you are doing is gathering facts to determine the best course of action.

Complaint Resolution

o Once you have gathered all of your facts, it is time to figure out a resolution. Not only do you want to appease the person who made the complaint, whether they are at fault or not, but you want to institute policies in your overall business structure to ensure that the transgression does not occur again. Keep in mind that word of mouth can make or break any type of business, so keeping those who solicit your services happy is important. If it is possible, meet the terms stated by the customer or vendor to satisfy them. If there was no fault on the part of your company, you don't have to do this, but it will still go a long way with the customer.

If the error was made on the part of someone in your organization, address the matter to ensure it will not happen again. This may mean sanctions against an employee, a change in a certain procedure or policy, customer service training or more intense management of a particular group. You can spin the resolution process in a positive manner by offering bonuses or special prizes for those employees who have the least amount of complaints for a designated number of days, weeks, months or quarters throughout the year.

Follow-Up

o Once the issue has been resolved, it is important to follow up with your employees and the customer who made the complaint. If the customer is still patronizing your business, casually inquire as to whether there have been any more problems. Work closely with managers and employees to be sure that whatever occurred has not happened again. Follow-up is the key to appeasing the customer and fully resolving the complaint.

How to achieve target: A Biggest Issue

Dear friends let me assure you that there is no substitute for hard work. Off course it can be replaced by SMART work, But work you must. There is no shortcut to accomplish your task that doesn't go through the road of hard work.
To make you work in shortest time here are the five simple steps that if followed word to word will lead to accomplishing the task in the most quickest time.
1) Specify the target :- This means specify the work required to be done to the last details. Many times it happens that we do a lot of work regarding achieving a middle of particular tolerance (control limit) when in actual what was required was just adherence to the tolerance. So better know the purpose of the target
2) Time plan:- Nothing can be achieved without actual time plan. So have a time plan with actual dates for the progression of the partial targets.
3) Taking actions:- Action is the soul of target achievement. So a quick action is to be taken as per the plan. Before taking actions, review various options and then go in for a particular action.
4) Regular follow up:- Once the action is initiated it is very necessary to do regular follow-up and check the progress. If found deviating from the target ,then we should either change the action completely or do the modifications as required.
5) Achieve the target:- By following the above steps we are sure to achieve the target and the most important thing here is to congratulate oneself for the success and always maintain the records of success so that in future too, you can refer them, both for building your confidence and also for use as a ready rekoner
One final step, Standardization of a system that works for you is the best way to succeed in life, so record keeping of your successes and failures can guide you to develop a system that actually works for you.

CIRCULAR
Subject: Engagement of one Consultant in the Department of Pension and Pensioners'Welfare.

The Department of Pension & Pensioners'Welfare intends to engageone Consultant in the Department of Pension & Pensioners' Welfare. The interested persons who possess the following eligibility criteria are eligible to be considered for aforesaid engagement:

(i) The person must possess Degree of a recognized University;
(ii) Retired Central Government Section Officer with sufficient experience in
Administrative & Accounts work;
(iii) The upper age limit is 65 years as on the last date of submission of
application for the post.

4. The engagement shall be on initially for a period of six months, which may be extended subject to the approval of the competent authority, on the following terms conditions:

(i) Working hours would be normally from 9.00 am to 5.30 pm during
working days including half an hour lunch break in between.
However, in exigencies of work, he may be required to sit late and he
may be called on Sunday and other gazette holiday, if required.
(ii) Consultant shall be eligible for 6 days leave in a calendar year on prorata basis. However, un-availed leave in a calendar year cannot be
carried forward to the next calendar year.
(iii) The Consultant would report to concerned Director/OS;
(iv) The consultancy fee would be last pay drawn minus pension subject
to the ceiling of Rs.25000/- per month;
(iv) Implementation of e-office which include digitization of records,
submission of files through electronic mode; and
(v) Any other work to be assigned by the Department.

4. The engagement may be terminated at any time by the Government without assigning any reason by giving a notice of fifteen days. The application received after 16th November, 2012 shall be summarily rejected without giving any notice

.5. The persons who fulfill the eligibility criteria and are willing to offer their services for the aforesaid job may submit the applications in the prescribed proforma (enclosed herewith) to the undersigned,· Department of Pension and Pensioners' Welfare, Ministry of Personnel, P.G. and Pensions, Lok Nayak

SUB: HOLDING OF LIMITED DEPARTMENTAL COMPETITIVE EXAMINATION FOR DILLING THE POSTS OF POSTMEN/MAIL GUARDS AND MULTI TASKING STAFF AS PER REVISED RECRUITMENT RULES.

Sir/Madam,

I am directed to invite a kind reference to the letter of even number dated 8-10-2012 wherein a detailed schedule was prescribed for holding of LDCE for Postmen/Mail guard and MTS

2. Subsequently, the nodal branch staff section vide letter no. no. 45-2/2011-SPB.1 dated 18-10-2012 issued detailed instructions to the circles for filling the vacancies by holding separate examinations for each year vacancies and given specific schedule and to complete the process by 30th June 2013.


3. In view of this revised position, the schedule given by DE section has no more operative and the instructions dated 8-10-2012 is withdrawn with immediate effect. The circles are requested to follow the guidelines issued by SPB.1 section letter no. 45-2/2011-SPB.1 dated 18-10-2012 scrupulously.


4. This issues with the approval of Competent Authority.
